Julia MOUZON, CSF
Julia Mouzon, a graduate of the École Polytechnique and Paris School of Economics, began her career in public policy at the French Ministry of Finance, where she worked on employment policy. Driven by the underrepresentation of women in politics - women made up only 18% of Members of Parliament in France in 2012 - she founded EluesLocales, a network that brings together 10,000 elected women to train, support, and strengthen their influence. She is also an alumna of the Obama Foundation Leaders programme. Building on her expertise at the intersection of public policy and digital governance, she serves as Déléguée Générale (Secretary-General) of the Comité Stratégique de Filière Logiciels et Solutions Numériques de Confiance, France's strategic industry committee for trusted software and digital solutions, alongside its President Michel Paulin. In this capacity, she acts as the committee's permanent delegate, representing the sector at the highest levels of government — including opening sessions at the Ministry of the Economy and co-leading the launch of initiatives such as Open Interop - and fostering dialogue between public buyers and French digital solution providers to advance France's digital sovereignty agenda.

Europe needs alternatives to dominant foreign solutions, like digital workplaces or cloud platforms. An ecosystem of alternatives exists: but users, who need full-fledged solutions, expect more consistency to adopt them.
Open Interop, initiated by the “CSF” French digital industry coalition and hosted by OW2, aims at defining and promoting open standards, test beds and reference implementations to make EU solutions interoperable, allowing seamless integration of platforms, with the objective of a European outreach and consensus that fosters digital independence and sovereignty.
