            <summary>The Lucie-7B LLM and the Lucie training dataset: lessons learnt from training a true open source AI model</summary>
            <description>We will present both the Lucie Training Dataset and the Lucie-7B models, resources created by the
OpenLLM-France community. The Lucie Training Dataset is a multilingual collection of textual
corpora designed to offset anglo-centric biases in many LLM training datasets. It contains documents in French, English, Spanish, German and Italian, with French contributing the largest share. It also includes some code. 
The Lucie-7B models include the foundation model, Lucie-7B, and two instruction fine-tuned versions of this model, Lucie-7B-Instruct-v1.1 and Lucie-7B-Instruct-humandata.
Lucie-7B is trained on equal amounts of data in French and English in an effort to better 
represent cultural aspects of French-speaking communities. The instruction models are intended asdemonstrations of the foundation model in use and figure in a larger effort to release aligned models in the near future. The Lucie resources are all open which makes it one of the first LLM compliant with the OSI definition. The datasets figuring in the Lucie Training Dataset
 are described and almost all datasets are redistributed in the form used for training on Hugging Face.
Model weights for Lucie-7B and the Lucie instruct models, along with intermediate checkpoints for 
the former, are likewise published on Hugging Face under Apache 2 license, while model training and data preparation code is freely available on GitHub under AGPL v3.</description>

            <summary>Small seeds – why funding new ideas matters</summary>
            <description>How do we fund technology in a sustainable way? While financing infrastructure and its maintenance is extremely important (no questions asked), in this talk we want to explore why a diverse funding landscape that also allows for supporting people and groups with new ideas, that have been under the radar before, can only be incredibly valuable to the field of open source.

How can we use existing funding structures, bend and twist them to meet the real needs of communities? How can we make them more useful to projects and people who are not typically the recipients of their money? We want to talk about how to build support infrastructure that allows us to fund in ways that bring more diversity, more joy in experimenting, more novel ideas and more inclusivity to our communities - and we want to talk about how to do this in a sustainable way.

With the Prototype Fund we have funded almost 400 projects by and for the civil society in the past eight years. This has taught us a thing or two about the different wants and needs of grantees, about what they value in funders and the importance of flexibility when funding inividuals and their innovative ideas.

This talk is a call to government institutions, funders and other organisations with the power to distribute money to join forces, break down the barriers that might come with their traditional funding models and create a vibrant network of small, diverse and lightweight funds that meet the needs of different communities. It is an invitation to communities to come together and share their needs in order to help build structures that can actually support their work.</description>

This talk will explore how reusing public projects can lead to shared governance and a thriving open-source software (OSS) ecosystem.

**Decidim Case Study:**
Decidim is an open-source platform designed for participatory democracy, enabling citizens to engage in decision-making processes. The project is a result of public investment from the city of Barcelona. It is now a vibrant open source ecosystems with more than 10 integrators, 150 contributors and instances running all around the Globe.

**The sovereign workspace opportunity 🇪🇺 for the FLOSS ecosystem**
With La Suite Numérique and OpenDesk we have the opportunity to create a credible alternative to internet giants&#x27; solutions at a moment in history where it is the crucial. If states cities and open source companies work together we&#x27;ll get there faster and sooner.
 
**From Reusing to Contributing to Shared Governance:**
Often we see public entities adopting open source software, most of the time relationship with software editors go great but sometimes it gets harder. The path to true sovereignty is the one that leads to autonomy meaning, operating their infrastructure, contributing to the code and have a say on the roadmap. For large organization as budgets margins becomes thinner the licence models becomes less financially viable and slows down adoption of open source solutions. 
So what if we do it the other way around, public organization as editors, and businesses as reusers and contributors. We&#x27;ll discuss the potential benefits of this approach.

Conclusion:
By reusing and contributing to public open-source projects, we can build a strong foundation for digital commons that benefits everyone. This talk aims to inspire attendees to engage with public sector initiatives and contribute to a shared vision of open, collaborative governance.</description>

            <description>This talk will describe my work in extracting relevant information from an ELF binary in order to create a SBOM from an application within a deployed environment. It can identify features such as the dynamic libraries and the functions used within each dynamic library. It will also show that once the information has been extracted it can be combined with data produced by SBOM generators for deployed applications such as distro2sbom to create a more enriched SBOM.

With regulations such as the EU Cyber Resilience Act (CRA) requiring applications to monitor and remediate, as necessary, vulnerabilities in the constituent components of an application, it is essential that an accurate inventory of the components within an application can be identified.

            <description>UniTime is a comprehensive software solution that addresses a wide array of academic timetabling and scheduling needs, such as course and examination timetabling, student and instructor scheduling, and event management. It effectively balances the often competing objectives of various stakeholders and is currently utilized by over 100 institutions globally, ranging from small colleges to large universities with over 50,000 students.

While UniTime doesn&#x27;t employ AI in the conventional sense (machine learning and large language models), it leverages Constraint Programming techniques, a subfield of AI that focuses on problem-solving and complex decision-making. This approach offers flexibility and scalability in problem modeling and in the algorithms used to solve NP-hard problems, which are computationally challenging for all but the smallest instances.

UniTime is an open-source project born from joint research by multiple universities, successfully bridging the gap between research and practical application in educational timetabling. The UniTime solver won the international timetabling competition ITC 2007. Furthermore, the data collected by UniTime and its course timetabling problem were used to organize the ITC 2019 competition, contributing real-world benchmark datasets back to the timetabling research community.</description>

            <description>This talk will begin with an overview of Electronic Design Automation (EDA)—the essential workflow that enables chip designers to analyze, design, and verify semiconductor chips before fabrication. Despite its critical role, the EDA industry is dominated by a triopoly controlling nearly 90% of the market, creating a highly restrictive environment. The lack of open formats and the high cost of licenses pose significant barriers, particularly for newcomers, restricting innovation and limiting access to chip design exploration.

Until recently, Open Source alternatives in EDA were nearly nonexistent—even foundational tools like hardware description language parsers and or chip data manipulation APIs were missing. However, a new Open Source ecosystem is emerging, offering a new approach. While these tools may not yet compete with proprietary solutions for cutting-edge chip manufacturing, they provide a viable path for learning, prototyping, and delaying costly licensing investments until necessary.

This talk will explore the current landscape of Open Source EDA, covering available tools for each step of the design flow. It will also highlight the contributions of the KeplerTech.io team to this growing ecosystem, showcasing how Open Source is making chip design more accessible and fostering innovation beyond the traditional industry constraints.</description>

            <description>Collecting data is a crucial step for the development of AI tools. The most common approach to data creation is scraping contents and behaviours of users-generated contents mainly online, and use crowdsourcing platforms or relatives (colleagues, students, and so on) for the annotation. However, recently, some scholars advanced some alternative methods that involve people at different steps and levels during AI-based service development (Delgado et al., 2023). Following their proposal, we designed the Citizen-Dataset Lab, a laboratory with the purpose of creating datasets with people in order to involve them in the process of dataset creation used for training models, and guarantee that their opinions/decisions are embedded in the annotated dataset. Indeed, current technology is designed and delivered by W.E.I.R.D. researchers without consulting the real needs of citizens or including perspectives coming from disadvantaged communities (Dignum, 2023).
The design of our lab is based on 5 principles: (1) Ensure diversity in dataset creation and annotation; (2) Promote participation, empowering people to decide which are the contents that must be included in a dataset, and explaining to them how technologies use data; (3) Consider subjectivities in the creation of schema of annotation and guidelines; (4) Democratize technologies co-shaping the service with people, collecting impressions about the annotation process and discussing the potential uses of the developed resource; and (5) Embrace Open Source. In fact, datasets and technologies resulting from this laboratory will be open source and available to the community. 
The first edition of Citizen-Dataset Lab (February-May) focuses on misinformation. The spreading of misinformation is strongly related with the growth of ideological polarization in the EU (Vasist et al., 2024). Communities of people exposed to opposed media diets become ever more conflictive in the online conversation, with worrying effects in the real world. Therefore, we believe that machines should not classify news as true or false, but support people in grasping the complexity of our media environment and in understanding other views of the world. In this context, Citizen-Dataset Lab will help us to shape the new features of  Debunker-Assistant, an open source product for fighting misinformation (Capozzi-Lupi et al., 2023), building a multilingual dataset to make Debunker-Assistant better and fairer in supporting people against misinformation.
